SIGNING AND HANDING OVER OF PHASE 3 OF THE DOMINICA CHINA FRIENDSHIP HOSPITAL

PRESS RELEASE

Roseau, Dominica, January 12, 2021—The Ministry of Health, Wellness and New Health Investment has once again moved a step closer to the completion of the Dominica China Friendship Hospital, under the New National Hospital Project.

The Hand over Certificate for Phase 3 of the project was signed by representatives of the People’s Republic of China’s Embassy in Dominica and the Ministry of Health, Wellness, and New Health Investment on Monday, January 11, 2021. This completed phase encompasses the #2 Medical Technology Building.

This is a two-storey building that houses an eight-bed capacity Intensive Care Unit and the Blood Bank Unit on the first floor, and the Operating Theatre on the second floor. The Operating Theatre has four operating rooms and is also equipped for Telemedicine, a medical service that is being fully embraced by the Ministry. Also part of Phase 3 is the two-story Outpatient Building which will allow for conducting all outpatient clinics in one strategic location.

This structure is being used in the interim as temporary accommodation for the Male and Female Surgical Wards as well as the Male Medical Ward. This temporary measure was put in place to allow for the demolition of the old wards in preparation for construction of the four storey, in-patient buildings one and two.

These buildings will house the Male and Female Surgical Wards, respectively. With Phase 3 having been handed over, works continue at a steady pace towards the completion of Phase 2 of the hospital. Phase 2 comprises the three-story Expert Dormitory Building which houses the Ophthalmology Unit on the ground floor and the staff dormitory on the second and third floors.

The second and third floors are finished and have been in use since April 2020, serving their purpose well during the COVID-19 pandemic. Staff members who have been caring for patients admitted with COVID-19 at the Dominica China Friendship Hospital have been housed in this facility, thus making it much safer for other members of staff.

The construction of Phase 6, which is the three-floor Administration Teaching Building, has begun and will be completed with the construction of the Amphitheatre or what is referred to as the Auditorium.

In September 2019, construction of the first phase was completed and handed over to the Ministry. This phase included the two-story Emergency Building which houses the Accident & Emergency Department on the ground floor and the Hospital Administration Offices on the upper floor.

The first phase also included the three-story #1 Medical Technology Building which houses the Diagnostics and Radiology departments on the ground floor, Medical Laboratory Unit on the 1 st floor, and the Dialysis Unit on the 2 nd floor.

This has created a much-improved environment for clients accessing health care services and a work environment for staff to operate. The construction of the new hospital has not come without challenges.

The passage of Hurricane Maria resulted in interruptions during construction, however, the contractor, HUNAN Construction, who has been working in collaboration with the Project Management Unit and Hospital Management, has been making great strides and is well poised to have this project completed by the end of 2021 or early in 2022.

The hospital continues to function with as minimal interruptions as possible during the construction process. This has not been an easy process and we, therefore, take this opportunity to extend thanks to the staff of the Dominica China Friendship Hospital for their cooperation and understanding during this difficult period.
