ROSEAU, DOMINICA-Dominica and the People’s Republic of China have signed what is described as “a new phase of an Economic and Technical Cooperation Agreement amounting to $EC37 million.
The signing ceremony took place at the Chinese Embassy in Morne Daniel on August 13, 2025.
Chinese Ambassador to Dominica His Excellency Chu Maoming stated that it was a great honour and pleasure to sign the new phase of the economic and technical cooperation agreement between the government of the People’s Republic of China and the government of the Commonwealth of Dominica.
“This is more than just the signing of a document; it is a reaffirmation of trust, a deepening of friendship, and an opening up of new horizons for our partnership,” His Excellency Chu Maoming stated.


He continued, “This agreement marks a significant step towards the implementation of the five programs of Solidarity, Development to Civilization, Peace, and People-to-People Connectivity, as announced by Chinese President Xi Jinping at the opening ceremony of the fourth ministerial meeting of the China-CELAC Forum in May this year.”
“It also reflects the important consensus reached by leaders of our two countries, demonstrating the joint efforts of China and Dominica,” he said.
According to Ambassador Chu Maoming, over the past 21 years since the establishment of diplomatic relations between the two countries, China and Dominica have “stood shoulder-to-shoulder and have achieved remarkable results in infrastructure, agriculture, healthcare, education, and human resources development for Dominica.”
Signing on behalf of Dominica was Minister for Foreign Affairs Dr. Vince Henderson who welcomed the occasion and stated that “as we commemorate the 80th Anniversary of the end of Japanese aggression and fascism against the People’s Republic of China (it) is a testament that, while you remember, you are also extending the hand of friendship to other countries like Dominica.”

He thanked the Chinese President Xi for what he described as “the leadership that he has shown globally and for strengthening the bonds between the Caribbean, Latin America, and China at the recently held meeting in Beijing.”
“Commitments given by President Xi are manifesting themselves, and today we are signing the agreement to provide $EC37 million Eastern Caribbean dollars to the government and people of the Commonwealth of Dominica in several areas of cooperation which we have established over the last 21 years,” Dr. Henderson remarked.
“And, as you remember those great Chinese men, women, children, who gave their lives to ensure that they would bring an end to fascism and the Japanese aggression against the people of China, we once again want to join with you in your goal of bringing together all of China, which includes the province of Taiwan,” he concluded.
