UPDATE: Collapsed container killed staff at Woodbridge Bay Port Roseau

Police are investigating an incident that occurred at the Woodbridge Bay Port in Roseau, where a container is alleged to have collapsed and fallen on a staff member.

The Commonwealth of Dominica Police Force (CDPF) is investigating the death of Otis Francis, a 47-year-old stevedore of Tarish Pit, following an industrial incident at the Woodbridge Bay Port in Fond Colé during the early hours of Friday, 17 July 2026.

Preliminary investigations indicate that at approximately 12:30 a.m., Mr. Francis was assisting with cargo-loading operations aboard the cargo vessel Tropic Opal when he sustained fatal injuries after being struck by a shipping container.

Police officers responded to the scene, which was processed by the Crime Scene Unit. The on-call medical doctor attended and pronounced Mr. Francis dead at the scene. His body was subsequently removed to the Lyndhurst Funeral Home pending a post-mortem.

The Commonwealth of Dominica Police Force extends sincere condolences to the family, friends, and colleagues of the deceased during this difficult time.

An investigation into the circumstances surrounding this incident is ongoing.
