DOMLEC requires for employment an individual to fill the position of General Manager.
Job Summary
The General Manager is responsible for overseeing and managing all aspects of the company’s operations. The individual has the overall responsibility of facilitating the achievement of the strategic objectives of the company as determined by the Board of Directors and provides sound advice to the Board, enabling it to fulfill its governance function.
Qualification and Education
- A four-year degree in mechanical or electrical engineering, electrical power systems, or a related field. An advanced degree would be an asset.
- Proven experience in a senior management role within the electric utility industry.
- In-depth knowledge of electric utility operations, regulations, and industry trends.
- Strong financial acumen and experience in budgeting and financial management.
Required Experience
- Minimum of ten (10) years in a related industry at a senior management level.
- Minimum of ten (10) years’ experience in a Power Generation Plant, and/or Engineering, Transmission, and Distribution organization with comparable scope and complexity.
- A proven record of accomplishment in successfully leading the achievement of Financial Management KPIs in a challenging environment.
- Must be eligible to work in the Commonwealth of Dominica
Specialized knowledge in the following areas would be an asset:
- Principles of project management
- Renewable energy
- Maintenance Programme Planning
- Modern methods, tools, equipment, materials, and work practices are utilized in utility operations.
- Occupational health, safety & the environment.

Major Duties and Responsibilities
- Strategic Leadership
- Develop and implement a comprehensive strategic plan to guide the company to achieving its mission and objectives.
- Provide visionary leadership to align the organization with industry trends and emerging technologies
- Recommend strategies, business plans, budgets, policies, and courses of action planned by the management team to the Board and to implement those approved.
- Cultivate stable relationships with government and other agencies
- Direct and lead the senior management team by:
- Identifying actions required and issuing instructions for the achievement of same.
- Monitor the performance of senior management by:
- Comparing objectives with set outcomes and making recommendations for improvement where required.
- Continuously review the efficacy of the company’s internal business processes.
- Operational Management
- Oversee the day-to-day operations of the electric utility, ensuring reliability, safety, and compliance with regulatory standards.
- Implement and maintain best practices in utility operations, including grid management and maintenance.
- Financial Management
a. Manage financial strategy and controls by:
- Deciding on budgeted expenditure through the expenditure approval process
- Monitor financial performance, analyze variances, and implement corrective actions as needed to achieve financial targets.
- Instituting special austerity measures as appropriate.
- Regulatory Compliance
- Ensure regulatory compliance by staying abreast of regulatory changes within the operational environment.
- Represent the company in regulatory proceedings and maintain a positive relationship with the regulatory authority.
- Customer/Stakeholder Management
- Create an effective public image of the company by ensuring that the organization is consistently presented in a strong and positive manner to its stakeholders.
- Implement customer service initiatives to enhance overall customer satisfaction.
- Team Leadership
- Build and lead a high-performing team by fostering a culture of collaboration, integrity, innovation, and accountability.
- Provide mentorship and professional development opportunities for staff.
- Infrastructure Development
- Oversee the planning and execution of infrastructure development projects to enhance the efficiency and capacity of the company.
- Risk Management
- Identify potential risks to the company’s operations and develop strategies to mitigate these risks.
- Implement effective crisis management and emergency response protocols.
- Any other related duties.
