The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the Emergency Agricultural Livelihoods and Climate Resilience Project (EALCRP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Irrigation Sites Audits and Feasibility Studies. The assignment is for a period of four (4) man-months and is expected to commence in February 2023.

The Ministry of Blue and Green, Agriculture and National Food Security now invites eligible Consultants to indicate their interest to provide the services. Interested Consultants should provide information demonstrating that they have the necessary qualifications and relevant experience to perform the services. The shortlisting criteria are:
For Firms providing Irrigation Study services:
- Be a legal entity with a business license granted by a competent authority
- Experienced in the design and construction of water and irrigation systems in developing countries
- Experienced in the provision of project/management construction services
- Demonstrate the technical capacity to undertake the assignment
Key experts will not be evaluated at the shortlisting stage and CVS must not be submitted.
The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, and November 2020 setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) procurement method set out in the Procurement Regulations.
