Assignment Title: Technical Consultancy for Update of GPS Trail System for Feeder Trails

The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of Leveraging Eco-Tourism for Biodiversity Protection in Dominica and intends to apply part of the proceeds for consulting services.
Objective of Assignment
The purpose of this consultancy is to develop a Global Positioning System (GPS) Trail System (through the collection of spatial data) and maps for the prioritized trails in the protected areas and feeder trails within Component two (2) of the LETBP project under the activity ‘Update of the GPS Trail System for the WNT and Protected Area Feeder Trails’.
Required Qualifications & Experience
Qualifications
- Advanced University degree (bachelor’s or higher) or equivalent professional qualification
in Geographic Information Systems, Geography, geomatics or similar.
Experience - At least five (5) years of professional experience, GIS software (Arc GIS, QGIS, ODK), GPS
equipment and mobile mapping. - Experience in drone mapping
- Interpretation of imagery
- Ability to use remote sensing software
- Experience of at least three (3) similar projects.
- Proven experience in GIS training/capacity building.
- Work experience in the Caribbean will be considered an asset, specifically in Dominica.
- Experience in protected areas management or knowledge of Dominica’s Protected Areas
management system is an asset.
Skills
- Excellent interpersonal and communication skills.
- Strong teamwork skills and the ability to understand team needs and develop ideas to
meet the assignment objectives - Ability to meet deadlines and prioritize multiple tasks.
- The ability to communicate complex procedures to other colleagues.
- Attention to detail and desire to probe further into data.

Interested Individuals should provide information demonstrating that they have the necessary qualifications, relevant experience, and skills to perform the services.
The attention of interested Individuals is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, November 2020, and September 2023 setting forth the World Bank’s policy on Conflict of Interest. In addition, please refer to the following specific information on conflict of interest related to this assignment i.e., 3.17 (c) & (d) of the Procurement Regulation.
