Hospital completes investigations into voice notes on social media about patient

STATEMENT

The Management of the Dominica China Friendship Hospital (DCHF) has completed an
investigation into the circulation of an offensive voice note from a staff member
commenting on the condition and care of a patient.

Based on the findings of the investigation, the Dominica Hospitals Authority initiated
procedures for disciplinary action against the identified staff member. The staff member
has since resigned, effective Wednesday, January 24th, 2024. The management of the Dominica China Friendship Hospital and the Ministry of Health, Wellness, and Social Services denounce the act and reassure the public of its commitment to protect patient health information and guard against breaches of confidentiality.

The public is advised that such breaches are against the policies of the organization and
by extension the public service of Dominica. The Dominica Hospitals Authority Act,
No. 8 of 2021, Section 49 addresses confidentiality of every member and officer of the
Authority and any employee who intentionally or maliciously seeks to undermine the
integrity of the hospital and bring the institution into disrepute will be appropriately
disciplined.

This matter has brought into sharp focus the need for a review of rules, policies, and
systems to ensure that patient confidentiality and privacy are not compromised or violated. To this end, all team members will be re-trained and re-sensitized on the importance of confidentiality, trust, and integrity at the hospital. Additionally, management will ensure that all staff sign the oath of confidentiality upon employment and are informed of the consequences of breaching the trust and confidentiality of patients.

  1. Pretty much a swift response and whilst the family of the deceased are still grieving, it will remove some of the anxiety of the voice notes and distress.
