ROSEAU, DOMINICA, AUGUST 2026- 23-year-old Jean-Luc Langlais is now on remand at the Dominica State Prison (DSP) after he was arrested and charged with the murder of 16-year-old Jerbiah Paul of Portsmouth.
Langlais, a police officer who was enlisted in the Commonwealth of Dominica Police Force in May 2025, appeared before a Roseau Magistrate, where the charge of murder was read to him. He was unrepresented in the matter.
Before the charge was read to him, he was asked if he had a lawyer and responded “yes”; however, it was revealed in court that “the lawyer was not properly retained,” meaning that the lawyer was not paid.
The prosecution is alleging that on July 24, 2026, Langlais murdered 16-year-old Jerbiah Paul. He was not required to enter a plea since the charge of murder is an indictable offence to be tried at the High Court before a Judge and Jury. The matter has been adjourned to October 2, 2026 at Portsmouth for reporting purposes.
Meantime, at a press conference held, the police and Minister of National Security Rayburn Blackmoore warned that “no stones would be left unturned as the investigation continues.”
“We want to first express our condolences to the family of Jerbiah Paul…and we are warning that no stones will be left unturned as investigations continues in the matter. “Anyone who had any part to play in this matter will be dealt with according to the law,” Police Chief Corbette stated.
