Tim-Tim laid to rest after Offical Funeral

Julius C. Timothy, who died on October 19, 2025, was given an “official funeral” attended by politicians, including former Prime Minister Edison James, former Presidents Eluid Williams and Charles Savarin, former Opposition Leader Lennox Linton, President Sylvanie Burton, and Mr. Burton, staff of ACS, and former Cabinet colleagues, along with a wide cross section of the general public and laid to rest at the Roseau Roman Catholic Cemetary.

Eulogy

Julius Christopher Timothy, affectionately known as “Tim” and “Julie,” was a father, politician, confidant, manager, leader, friend, and colleague. He was born in Roseau on June 12, 1952. He was the fifth and last child of his mother, Mariesaint Pascal.

Tim was married and fathered seven children: four boys, Jason, Cornelius, Jehlani, and Julien, and three girls, Justice, Jasmine, and Julie-Christy.

Julie attended the Roseau Boys School, where he excelled in the Common Entrance Examinations, receiving two scholarships: one from the government of Dominica and the other from the New Chronicle, to attend St. Mary’s Academy.

In 1969, he won the inter-scholastic debate championship and Junior Table Tennis title and later obtained an MBA in finance and accounting from the University of the West Indies. Julius was a mathematician and was affectionately dubbed “math whizz”.

He was an accountant and served as Assistant Manager of Coopers and Lybrand, an international auditing and consulting firm. In 1976, when A.C. Shillingford & Co Ltd began suffering from insolvency issues, Julius C. Timothy was appointed manager for the Receiver to assist in the recovery of the company. His pivotal role as manager quickly altered the fortunes of the company, and within six years, he brought the company out of receivership. He then bought the controlling shares and became the Managing Director and major shareholder.

The well-being of others was always dear to his heart, and this inspired him to take action on a national level, with him becoming a founding member of the United Workers Party (UWP), rising to the post of deputy leader. He was elected Member of Parliament for the Roseau North Constituency and later appointed Deputy Prime Minister and Minister of Finance, Industry and Planning.

Julie was also instrumental in the creation of the now infamous World Creole Music Festival (WCMF). He later defected from the UWP, joining the Roosevelt Skerrit-led Dominica Labour Party (DLP) and serving as Minister of Urban Renewal and Minister of Health.

Honourable Julius Timothy also served in many other positions, as Chairman of the Dominica Stevedores Ltd and the Dominica Agricultural Marketing Board, President of the Roseau Co-operative Credit Union (RCCU) and the Dominica Association of Industry and Commerce (DAIC) along with director on the board of the Eastern Caribbean Telecommunications Authority (ECTEL) and later as the non-resident Ambassador of Dominica to Mexico.

Julius Timothy led by example…always ready and eager to lend a helping hand. He was jovial and never resisted an opportunity to “throw an old joke” on his unsuspecting victims, just like his family, friends, and staff. He encouraged social and cultural activities and integration. He was exuberant, his charm and charisma were infectious, and his presence would “fill every room.”

A sportsman par excellence, be it in Dominoes, cricket, table tennis, or even football.

Julius, we will miss you forever. Thank you for a life well lived and for your most notable service to your family, friends, staff and colleagues, and community, your nation, and the world.

We will always love you. May your soul rest in eternal peace.
