Two females (mother and daughter) from the community of Mahaut were arrested on August 20, 2026, at the Woodbridge Bay Port in Fond Cole on suspicion of importation of a quantity of 9mm ammunition and two 9mm magazines.
In an update to this story, the mother, Yvonne Louisey, and her daughter Mara Yvonna Detouche appeared before a Roseau Magistrate, where three charges of possession of a firearm without being the holder of a valid firearms license and one count of possession of ammunition without being the holder of a valid ammunition license were read to them. They were unrepresented and elected to have the matter heard in the Magistrate’s Court.
The mother pleaded not guilty to all the charges, and the prosecution decided not to offer any further evidence in the matter, asking the Magistrate to strike it out. However, the daughter pleaded guilty to all the charges and was slapped with a total fine of $37,000.00; in default, she faces 7 years in jail.
Brief facts
The daughter went to clear a box, and during inspection, customs found the illegal items. The police were called, and further searches found ammunition hidden in an HP printer. Asked who the items belonged to, she replied it was her own. Asked if she had a firearms and/or ammunition license, she replied, “No, but possesses one in America.”
She was also asked about the firearm and told police it was at her home. A search warrant was applied for and obtained, and the search was conducted, where a Glock 43 pistol, serial number CFFE176, was discovered.
Before sentencing, Detouche told the court that she had a firearms license for the USA and it was her intention to also obtain one for Dominica. She stated that she is a returning national and begged for mercy.
Possession of firearm-$5000.00; Possession of firearm- $ 5,000.00; both to be paid by October 16, 2026, in default one year in jail for each.
Possession of firearm-$12,000.00 to be paid by August 26, 2026; in default, 2 years in jail, and possession of ammunition, $15,000.00 to be paid by November 30, 2026, in default, 3 years in jail.
