Roseau, Dominica —As members of the social practice team from Tsinghua University (China’s top university), we recently completed a 42-day field visit to the Commonwealth of Dominica. The purpose of our trip was to gain firsthand insight into the growing friendship and deepening cooperation between China and Dominica under the Belt and Road Initiative. Our journey took us to key infrastructure sites, agricultural cooperation hubs, modern medical institutions, and cultural exchange venues. Through fieldwork, expert interviews, and community engagement, we came to truly appreciate the strength and vitality of the partnership between our two nations.
Our research centered on two key questions: How can Dominica strengthen its development resilience? And how does the China–Dominica partnership bring tangible benefits to the local communities? The answers emerged from the conversations we had and the realities we witnessed on the ground.
1. Building Resilience: Foundations for Sustainable Growth
Dominica’s striking volcanic terrain offers breathtaking scenery but also exposes the country to frequent natural disasters. The devastation caused by Hurricane Maria in 2017 highlighted the urgent need for resilient infrastructure to safeguard both economic security and social stability.

A central focus of our visit was the flagship bilateral project—the Dominica International Airport Project, currently under construction by China Railway No. 5 Engineering Group Co., Ltd (CR5). More than an ambitious construction project, the Airport represents a vital link to the wider world, advancing tourism, trade, and emergency preparedness. On site, the Project management team described the complex challenges they face—from navigating different legal systems and managing international supply chains to fostering seamless collaboration between Chinese and Dominican staff. Whether adapting technical standards or optimizing labor management, the team has consistently demonstrated practical and efficient solutions. The Project stands as a powerful testament to joint efforts toward shared development goals, and its completion is expected to boost Dominica’s long-term prosperity.
2. Cultivating Agriculture: Securing Food Resilience Together
Shifting from infrastructure to agriculture—a sector vital to daily life—we visited the Dominica–China Modern Agricultural Center in Portsmouth, a standout success in bilateral cooperation since diplomatic ties were established nearly two decades ago.
Mr. Sun Haojie, Head of the Chinese Agricultural Technical Mission in Dominica, shared the Center’s journey and achievements. The team has introduced and promoted dozens of new crop varieties—such as tomatoes, bell peppers, watermelons, and dragon fruits—that have enriched Dominica’s traditionally banana- and root crop-dominated agricultural system. These efforts have helped lower market prices and improve public access to healthy and affordable food.
The Center itself stands as a vivid example of resilience. Severely damaged by Hurricane Maria, it was rebuilt through the combined efforts of Chinese and Dominican partners. In May 2024, a new climate-resilient agricultural science complex—nicknamed the “Ark of Agriculture”—was officially inaugurated. Capable of producing 500,000 disease-free, high-quality tissue culture seedlings annually, the facility plays a crucial role in post-disaster recovery and seedling self-sufficiency. As Mr. Sun remarked during our visit, “We came here to make friends. The social impact of this Project far outweighs any economic return.” This spirit of selfless and capacity-driven cooperation lies at the core of China–Dominica friendship.
3. Advancing Healthcare: Toward a Sustainable Medical System
At the Dominica–China Friendship Hospital in Roseau, we met the devoted professionals of the seventh Chinese medical team stationed in Dominica. This modern hospital has become a cornerstone of the Country’s public health system. The mission of the medical team extends beyond providing clinical care; it centers on the principle of empowering Dominica to develop a self-sufficient healthcare workforce — one that remains within the Country.
A case in point: cardiologist Dr. Du Yipeng is training Dominica’s second homegrown cardiologist to improve local diagnosis and treatment of cardiovascular diseases. The team described their efforts to overcome daily challenges, adapt to local working conditions, and maintain high standards of service. “The local doctors and nurses see us as Doraemon,” joked Dr. Du, referring to the cartoon character with a magical pocket. “They know we’ll always find a way—whether it’s delivering advanced equipment or offering a clever clinical technique.” These doctors are not only caregivers but also mentors, collaborators, and trusted partners in improving Dominica’s healthcare system.
4. Connecting Hearts: Cultural Exchange as the Soul of Cooperation
While infrastructure, agriculture, and healthcare form the pillars of bilateral cooperation, cultural exchange is its beating heart. As student ambassadors, we had the privilege of organizing and participating in events that brought our two peoples closer together.
At the Chinese Embassy’s Open Day Event, we guided local children to write Chinese characters embodying harmony, showcased the art of paper cutting, and together made dumplings—a symbol of family reunion. At the “Chinese Food Festival” hosted by the Confucius Classroom at Dominica State College, we cooked traditional dishes with local students and teachers. In laughter and shared meals, cultural boundaries faded. During informal exchanges, we exchanged stories about school life, city experiences, and cultural traditions, fostering genuine understanding between peers.
Perhaps the most touching moment occurred at the Northeast Comprehensive School, where we were honored to attend a graduation ceremony and, with the support of CR5, donated school supplies. Teaching children to write the word “friendship” and sing “Twinkle, Twinkle, Little Star” in Chinese created moments of pure connection—proof that friendship transcends language and culture.
Conclusion: A Shared Journey into the Future
Our time in Dominica was a deeply enriching experience—a journey of learning, reflection, and connection. We arrived as researchers and left with lasting friendship and insights. The warmth of the Dominican people and the spirit of China–Dominica cooperation left an unforgettable mark on us.
This partnership is built on mutual respect, shared aspirations, and sincere collaboration. It lives not only in the infrastructure rising from the ground, the crops growing in the fields, or the continuously improving public health system, but most importantly, in the growing ties between our peoples. Under the Belt and Road Initiative, this cooperation continues to thrive and promises a bright future.
As we prepare to leave this beautiful island, we are more convinced than ever before that the seeds of cooperation sown today will yield even greater harvests tomorrow. We look forward to seeing more exchanges between our peoples and to continuing this journey of friendship across oceans and generations—working together to a shared future for all humanity.
