
GENEVA, May 5, CMC—Elisa Morgera, the UN Special Rapporteur on the promotion and protection of human rights in the context of climate change, will visit Dominica for seven days beginning on Wednesday.
Her visit to Roseau is at the invitation of the Roosevelt Skerrit government. She will use the opportunity to examine and document the human rights impacts of climate change, the challenges and progress of international climate cooperation, and the needs for international technical assistance, capacity-building, and international finance in Dominica.
Morgera is a distinguished professor of Global Environmental Law at the University of Strathclyde, Glasgow (UK), and Adjunct Professor in International and European Union Environmental Law at the University of Eastern Finland.
Previously, she worked with the United Nations Food and Agriculture Organization (FAO) in Italy and the United Nations Development Programme in Barbados;
The Special Rapporteur will also analyse the integration of human rights-based approaches, including gender and intersectional perspectives, across climate change adaptation policies and responses to loss and damage.
Morgera will meet with government officials, representatives from civil society and other stakeholders, including communities affected by climate change. Meetings will be held in the capital, Roseau, and other regions.
The Special Rapporteur will present her preliminary findings and recommendations at a press conference on May 14 and will present a report on the visit to the UN Human Rights Council in June 2026.
