PUBLIC OFFICERS COMPLETE CAPACITY BUILDING TRAINING

Roseau, Dominica-September 30, 2021: A cadre of middle and senior-level public officers are now trained to provide technical support services in the areas of Human Resource Audit, Work Force Analysis, Job Analysis and Job Description Writing and Review, Job Evaluation and Designing and Delivering Small Group Learning, as part of the ongoing Organizational Review and Reclassification (ORR) Exercise for the Public Service.

The Ministry of Governance, Public Service Reform, Citizen Empowerment, Social Justice, and Ecclesiastical Affairs held a virtual closing and awards ceremony for participants of a series of Capacity Building Workshops on Thursday, September 30. The principal speakers for the ceremony were the Gretta Roberts, Minister for the Public Service; Ms. Careen Prevost, Secretary to the Cabinet; Mrs. Barbara Dailey, Chief Personnel Officer; Mr. Devon Rowe, Executive Director, Caribbean Centre for Development Administration (CARICAD); and Ms. Maria Mason-Roberts, Team Lead for the ORR project.

In her remarks, Minister Roberts encouraged the participants to use the new skills to improve their respective departments and ministries. “You are now intricately part of a massive undertaking of transformation of our Public Service, and we need your skills and your voice to realize the vision for change,” Honourable Roberts said.

The Minister added, “We here in Dominica are eager and ready to build our internal capacity in such vital areas as job analysis and description, organizational review, and job evaluation so that we are able to design and direct our Public Sector Transformation efforts even more as the future unfolds.

This level of ownership and leadership is paramount as the world around us continues to change so dramatically, increasing the need for critical attributes of resilience among our public officers and institutions.” The virtual sessions for the Capacity Building Series ran from July 21 to July 30 and on September 2 and 3, 2021. They were facilitated by the team from CARICAD, namely Mrs. Marsha Thomas Frederick and Ms. Denise Escayg, Human Resource Specialists, along with Dr. Gwendoline Williams and Mrs. Maria Mason-Roberts, Organizational Development Specialists. Thirty-four (34) public officers and five (5) members of public service employee organizations participated in the Capacity Building Series.

The Government of Dominica contracted CARICAD in November 2020 to undertake a comprehensive organizational review of the public service and a job evaluation and reclassification exercise focused on appropriate and equitable rates of remuneration for Public Officers. The consultancy is scheduled to end in February 2022.
