
Medical doctor and former Health Minister Dr. Kenneth Darroux is the new Chief Executive Officer (CEO) of the Dominica China Friendship Hospital (DCFH). Dr. Darroux also held the post of Minister of Foreign Affairs under the Roosevelt Skerrit-led government from 2019.
He replaces St. Lucian Nancy Francis, who held that post for two years.
He has served as the Parliamentary Representative for the Petite Savanne Constituency since winning the 2005 General Elections, and subsequently, after the 2009 and 2014 General Elections.
Early Life and Education
Born and raised in the rural village of Petite Savanne, Dr. Darroux attended local schools before receiving a government scholarship to study medicine in Cuba, where he completed his medical degree in 1996. His medical training shaped his early worldview and commitment to community well-being.
Upon returning to Dominica, he served for 11 years as Medical Officer for the Grand Bay Health District, gaining deep respect for his dedication and compassion in underserved communities.
He was appointed as a Special Envoy in the Office of the Prime Minister, tasked explicitly with Electoral Modernisation. He attends Cabinet meetings by invitation and holds an advisory capacity on national reforms.
In April 2025, Dr. Darroux was appointed as the Chairman of the National Cannabis Advisory Committee, a high-profile body established to shape Dominica’s future cannabis industry.
