Assessment, Capacity Building, and Incorporation Support for Tenant Organizations in Property Management of Social Housing Developments in Dominica.
Invitation for Consultancy Proposals
The Government of the Commonwealth of Dominica is embarking on a ground-breaking initiative to strengthen our commitment to secure, well-managed, and re- silent social housing. We are pleased to announce an exciting consultancy opportunity under the GCF Resilient Housing Project, focusing on the assessment, capacity building, and support for tenant organizations responsible for property management in various housing developments across Dominica.
About the Initiative: This consultancy is a significant step forward in our journey to create homes that withstand environmental challenges and contribute to enhanced living standards. Building on the success of our modern and resilient housing development agenda, which has positively impacted over a thousand families in key communities, this initiative underscores our dedication to holistic community development.
Key Objectives: The main objectives of the consultancy include:
- Comprehensive assessment of the management capacity of forty tenant organizations.
- Identification of specific areas for improvement in management capacity.
- Design and implementation of tailored capacity-building initiatives.
- Support for the legal incorporation of tenant organizations.
Scope of Work: With over 1500 homes constructed across 94 locations, the consultancy will involve assessing governance structures, financial practices, communication strategies, and more. It aims to empower tenant organizations to efficiently manage both stand-alone and strata-type units. The initiative is designed to create transparent, accountable, and well-governed communities.
Expression of Interest: We invite expressions of interest from qualified consultants with expertise in property management, organizational development, governance, and community engagement. The consultancy, spanning eight months, is a crucial driver in our commitment to resilient and thriving communities.
