PHILIPSBURG – Quincley Emanuel Poppen, who has been on the run since 2013, was apprehended in Sint Maarten. For twelve years, the now 29-year-old from CuraƧao managed to evade justice, but he was recently spotted in Dominica, where he had been living under a false identity.
Quincley was deported by the authorities there to Sint Maarten, where he was arrested this morning. He will soon be transferred to CuraƧao to serve his prison sentence.Ā
On May 9, 2013, the day after the murder of Helmin Wiels, Quincley and his accomplice robbed the Chinese minimarket Hua Jiant on Caracasbaaiweg. The then-42-year-old owner, Yinghua Wu, was shot dead in front of his wife. The loot consisted of some loose change and a few phone cards.Ā

Quincley was identified by witnesses from CCTV footage widely circulated in the news and on social media. Before he could be arrested, Quincley fled hastily to Sint Maarten. He had one more phone contact with his family from Saint Kitts and Nevis but then disappeared without a trace.Ā
The Dutch TV program “Opsporing Verzocht” featured the robbery, and Quincley was placed on the National Wanted List. However, alerts in CuraƧao, the Netherlands, and St. Kitts & Nevis did not lead to his capture.
In 2018, the Court of First Instance of CuraƧao sentenced Quincley in absentia to eighteen years in prison for qualified manslaughter, theft with violence resulting in death, and firearm possession. His accomplice received fifteen years. Now, Quincley will also face justice.

I canāt believe that eh. I work with him at secret bay and all. And he was living the same building with me and all and you would never say mister is a criminal. They really say looks are desciving eh. Allu thatās why I donāt trust people and I donāt invite people to my home !!!
The way he left Dominica is laughable because I know someone wanted in another country must be extradited by a court of law and what is more strange he was at the states prison waiting a court matter on July 17th but was picked up from the state prison at 6am and put on a plane to St Marten. I’m not saying he shouldn’t face his time but was due process adhered to. The dumb commissioner and his Deputy now has to answer to the Judge. Crazy š¤£
