PM Skerrit expresses shock and sadness at the sudden passing of former government Minister Ian Pinard

Dominica’s Prime Minister Roosevelt Skerrit has expressed “sadness and shock” at the sudden passing of Chief Executive Officer of the Dominica Air & Seaport Authority (DASPA) Ian Pinard.

Pinard, a former Deputy Speaker of the Dominica House of Assembly, a former government Minister, and a former Parliamentary representative for the Soufriere, Scotts Head, Gallion, and Pointe Michel constituency, died suddenly at his home in the early hours of April 17, 2026. He was 54 years old.

In a statement released, PM Skerrit stated, “I am shocked and deeply saddened by the sudden passing of my dear friend, colleague, and former Government minister, Ian Pinard, who gave many years of committed service to the people of Dominica and contributed meaningfully to the advancement of our country. His passing is a profound personal loss.”

“I will remember Ian as a devoted servant of the Dominican people. From his early involvement in public life as Parliamentary Representative for the Soufriere Constituency, he demonstrated a genuine passion for improving the lives of those he represented and maintaining a strong connection with his community.”

“He served as Parliamentary Secretary in the Ministry of Education and later as Minister for Public Works, carrying out his responsibilities with focus and discipline. His contributions, both in Parliament and in Cabinet, helped shape key areas of national development, particularly in infrastructure and community advancement,” Skerrit said.

“I knew Ian as someone who cared deeply about his country and who valued the relationships he built along the way. He was also a steadfast member of the Dominica Labour Party, contributing to its growth, remaining committed to its mission over the years, and serving as Vice President from 2024. His passing is a great loss for our party and for the wider nation.”

“On behalf of my family, the Government and the Dominica Labour Party, I extend heartfelt condolences to his family, friends and loved ones. May God grant you strength and comfort during this difficult time.”

May his soul rest in eternal peace.
