French National pleads guilty to traffic offense

French national Glenn-Louis Mitchel Lapitia of St. Ann Guadeloupe has been fined Euro 100 (EC$250.00) after he pleaded guilty to the charge of driving motor vehicle PV782 without a valid driver’s license or permit in Dominica.

The police, acting on a tip-off received certain information and as a result, went to King George V Street near the Immigration department and spotted the vehicle that was of interest to them.

The driver was stopped and asked to get off the vehicle which he did, he was accompanied by another male individual. He was asked to give his name and address which he did and asked for his driving particulars, but said he had none. He was then arrested, searched, and placed in police cells, the male occupant of the vehicle who was also of interest to the police was arrested on suspicion of murder.

On requesting particulars of the vehicle, it was revealed that it was registered in the name of Glenford Marlon Philbert of Elmshall, and was also not licensed and or insured.

Although he was also charged with driving an unlicensed and uninsured vehicle, those charges were dismissed by the Magistrate who posited that he was not in a position to know if the vehicle was licensed and or insured. The fine had to be paid forthwith, which he did. He subsequently left the island back to Guadeloupe.
